Staff drinking

So, we started as a restaurant/bar two years ago. Business has been very good due to our great food and atmosphere. Initially, more that 60% of sales were food but our bar business has been growing steadily. I had a relaxed policy on bar staff doing shots and drinking at first but after a few complaints from restaurant customers and some shrinkage I am wondering if I should crack down. The problem is that I know it is important for my bar staff to bond with the bar customers, for that reason I have been reluctant to make any major changes. However, I worry if I put limits on how much they can do it will be impossible to enforce those limits. Not sure what to do... any ideas? Also, we have been giving after shift drinks to all employees - any comments as to whether or not this is a bad idea? Thanks!
