Police actions killing me bar business

My bar is in a small village in Ohio with 3 part time cops and one patrol car. Over the last year or so, we have gotten a new mayor and a new police cheif. I also purchased this bar a year ago. The bar was known as a fight club prior to my purchase and I have nearly eliminated the fights. We have only needed to call for police assistance twice in the past year (both shortly after we purchased the business). Over the past month or two, police have picked up their presence around the two bars in town. They park near the bar and watch customers coming in and out. They excessively patroll up and down the street. Last night I watched them drive past 14 times from 12:15 a.m. to 1 a.m. (Closing time). Both bars have noticed a large reduction in the amount of customers and have had customer complain about the local cops following them when they leave.
Are there any laws that restrict police from unnecessary survalance or harrassment of bar customers?
What can I do to stop the excessive police activity around my bar?
