Designing a Bar Menu

Food seems to be a necessary item for a bar. It keeps customers around longer and adds to your revenue stream. However, what it can't do is be a hassle that drags your business down. Bad food can't go along with good drinks. The question is what food should you plan on having?
I figure that every bar should be able to do a burger and wings. Those seems to be pretty standard bar fair and are easy enough to manage. Pizza seems to be another staple. In order to keep costs down, how do you consolidate food items so that you don't have four dozen different items in your freezer?
